International Recruitment

Foreign Worker Recruitment

Foreign worker recruitment for Canadian employers: we find qualified candidates abroad and manage the LMIA or LMIA-exempt work permit route, with no recruitment fees charged to workers.

Roles we recruit for

  • Skilled tradespeople
  • Healthcare workers
  • Construction workers
  • Food processing workers
  • Hospitality staff
  • Engineers and technologists
  • Drivers and logistics staff

How international hiring works

Hiring from abroad usually takes two decisions: approval for the job, then approval for the worker. Most employers need a positive Labour Market Impact Assessment (LMIA) from ESDC first; the worker then applies to IRCC for an employer-specific work permit. Some workers can be hired without an LMIA through programs such as International Experience Canada, Francophone Mobility, intra-company transfers or trade agreements.

What we handle

  • Workforce planning and a realistic timeline for each role
  • International sourcing, interviews, and reference and credential checks
  • The recruitment and advertising ESDC requires before an LMIA
  • The LMIA application, or the LMIA-exempt offer through IRCC's Employer Portal
  • Work permit applications and arrival planning for your new hires
  • Onboarding support and help staying compliant afterwards

Fair recruitment, no fees to workers

We never charge foreign workers recruitment or placement fees. In Ontario, the Employment Protection for Foreign Nationals Act prohibits recruiters from charging foreign nationals for recruitment, and employers cannot recover recruitment costs from the workers they hire. Ethical recruitment protects your workers and your company's standing with ESDC and IRCC.

Rules that shape your plan

Wages decide the LMIA stream: in Ontario, positions paid at or above $36.92 an hour (from July 17, 2026) are high-wage. Low-wage LMIAs aren't processed for jobs in metropolitan areas with unemployment of 6% or more — currently including Toronto — except in exempt sectors such as construction, food manufacturing, hospitals and nursing care. Only the business that employs the worker can apply for the LMIA; staffing agencies can't. Our LMIA for Employers page explains the full requirements.

How we work with employers

  1. 01

    Workforce brief

We learn the roles, headcount, wages, shifts, location and start dates, and the licences or certificates each role requires.

  2. 02

    Sourcing plan

We decide where to look — local talent, other provinces or international candidates — and whether an LMIA or an LMIA-exempt route is realistic for each role.

  3. 03

    Screening

Structured interviews, reference checks and verification of credentials, licences and work eligibility before you meet anyone.

  4. 04

    Shortlist and offer

You interview a shortlist of qualified candidates. We help with the offer and, for international hires, the immigration steps.

  5. 05

    Arrival and onboarding

We coordinate start dates, arrival and onboarding, and check in after the worker starts.

Frequently asked questions

Which countries do you recruit from?

We recruit wherever qualified candidates are, matching each search to the occupation, language needs and immigration route rather than a fixed list of countries.

Do workers pay anything to be recruited?

No. Workers never pay us recruitment or placement fees. Employers pay for recruitment services.

How long does it take to bring a worker to Canada?

It depends on the advertising period, LMIA processing and work permit processing for the worker's country. We give you a timeline for each role and update it as the file moves.
