The LMIA process varies depending on the position, wage level, sector, and province. We assess your situation and file under the correct stream.

LMIA Streams We Support

High-Wage Worker Stream

For positions that meet or exceed the provincial/territorial median wage. Requires a transition plan outlining how the employer will reduce reliance on foreign workers over time.

Low-Wage Worker Stream

For positions below the provincial/territorial median wage. Subject to a cap of 10–20% of the employer's workforce depending on sector, and additional requirements around housing and transportation for certain sectors.

Agricultural Stream

For employers in primary agriculture hiring workers for seasonal or year-round agricultural work. Includes specific requirements around accommodation, transportation, and employment contracts.

Seasonal Agricultural Worker Program (SAWP)

A bilateral program for workers from Mexico and Caribbean countries for seasonal agricultural work. Involves strict employer obligations, government-to-government agreements, and specific housing requirements.

Global Talent Stream (GTS)

A fast-track LMIA stream for innovative companies hiring highly skilled foreign workers in specialized technology and research roles. Two categories:

  • Category A — For companies referred by a designated partner organization
  • Category B — For positions on the Global Talent Occupations List (GTOL), typically technology roles with a target 2-week processing time
In-Home Caregiver LMIA

For employers hiring live-in or live-out caregivers for children, seniors, or individuals with medical needs.

Quebec-Selected Workers (LMIA in Quebec)

Quebec operates under a separate agreement with the federal government. Employers in Quebec must obtain a Certificat d'acceptation du Québec (CAQ) or an Attestation de sélection du Québec (ASQ) in addition to the federal LMIA in most cases. We handle both the provincial and federal components.

Work Permit Pathways for Job Seekers

Once you have (or are working toward) a job offer, the right work permit pathway depends on your nationality, employer, and occupation. We identify and support the correct route for you.

Employer-Specific (Closed) Work Permits

LMIA-Based Work Permit

The most common pathway for foreign workers with a Canadian job offer. Your employer obtains an LMIA and you apply for a work permit tied to that employer and position.

CUSMA/USMCA Work Permit

For U.S. and Mexican citizens in qualifying occupations (professionals, intra-company transferees, traders, investors). Often processed at the port of entry for eligible applicants.

Intra-Company Transfer Work Permit

For employees of multinational companies being transferred to a Canadian office in an executive, managerial, or specialized knowledge role.

International Agreement Work Permits

For candidates from countries with bilateral or multilateral agreements with Canada (CETA, CPTPP, and others).

Open Work Permits

Post-Graduation Work Permit (PGWP)

Federal Immigration Programs

Express Entry System

Canada's primary federal immigration selection system for skilled workers. Manages three programs:

  • Federal Skilled Worker Program (FSWP) — For skilled workers with foreign work experience
  • Federal Skilled Trades Program (FSTP) — For workers in skilled trades occupations
  • Canadian Experience Class (CEC) — For individuals with Canadian work experience

Candidates are ranked by Comprehensive Ranking System (CRS) score. Draws are held regularly; top-ranked candidates receive an Invitation to Apply (ITA) for permanent residence.

Rural and Northern Immigration Pilot (RNIP)

For skilled workers willing to settle in participating smaller communities across Canada. Requires a job offer and community recommendation.

Atlantic Immigration Program (AIP)

For skilled workers and international graduates who want to settle in one of the four Atlantic provinces (Nova Scotia, New Brunswick, PEI, Newfoundland and Labrador). Requires a designated employer and employer endorsement.

Family Sponsorship

Canadian citizens and permanent residents can sponsor eligible family members for permanent residence:

  • Spouse, common-law partner, or conjugal partner
  • Dependent children
  • Parents and grandparents (subject to annual intake caps)
  • Other eligible relatives in limited circumstances

Provincial Nominee Programs (PNPs)

Each province and territory (except Quebec and Nunavut) operates its own Provincial Nominee Program, allowing provinces to nominate candidates who meet local labour market or economic needs. A provincial nomination adds 600 CRS points in Express Entry or allows a direct-to-PR pathway outside Express Entry. We support nominations in the following provinces:

Ontario Immigrant Nominee Program (OINP)

Streams include: Human Capital Priorities, Employer Job Offer, Masters Graduate, PhD Graduate, French-Speaking Skilled Worker, and more.

British Columbia Provincial Nominee Program (BC PNP)

Streams include: Skills Immigration (Skilled Worker, Healthcare Professional, International Graduate), Express Entry BC, and Entrepreneur Immigration.

Alberta Advantage Immigration Program (AAIP)

Streams include: Alberta Opportunity Stream, Alberta Express Entry Stream, Rural Renewal Stream, and Entrepreneur Stream.

Saskatchewan Immigrant Nominee Program (SINP)

Streams include: International Skilled Worker (Express Entry and Occupations In-Demand), Saskatchewan Experience Category, and Entrepreneur and Farm categories.

Manitoba Provincial Nominee Program (MPNP)

Streams include: Skilled Workers in Manitoba, Skilled Workers Overseas, International Education Stream, and Business Investor Stream.

Nova Scotia Nominee Program (NSNP)

Streams include: Nova Scotia Experience: Express Entry, Labour Market Priorities, Physician Stream, and Skilled Worker Stream.

New Brunswick Provincial Nominee Program (NBNP)

Streams include: Express Entry Labour Market Stream, Skilled Workers with Employer Support, and Business Immigration Stream.

Prince Edward Island Provincial Nominee Program (PEI PNP)

Streams include: Express Entry, Critical Worker, and Business Impact categories.

Newfoundland and Labrador Provincial Nominee Program (NLPNP)

Streams include: Skilled Worker, International Graduate, Express Entry Skilled Worker, and Priority Skills NL.

Northwest Territories Nominee Program (NTNP)

Streams include: Employer Driven and Express Entry streams.

Quebec Immigration Programs

Quebec has a distinct immigration system governed by the Canada-Quebec Accord. Quebec selects its own economic immigrants through the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI).

Arrima System & Expression of Interest

Quebec's points-based selection pool. Candidates submit a profile and may be invited to apply for a Certificat de sélection du Québec (CSQ) based on their score.

Programme de l'expérience québécoise (PEQ)

Simplified, expedited pathway to a CSQ for:

  • Temporary foreign workers with Quebec work experience
  • International graduates from Quebec educational institutions
Skilled Worker Program (Programme des travailleurs qualifiés — PTQ)

For skilled workers outside Canada selected through the Arrima pool based on education, work experience, French-language proficiency, and other factors.

Quebec Temporary Foreign Worker Programs

Quebec also issues its own authorizations (CAQ — Certificat d'acceptation du Québec) for temporary workers. Most temporary foreign workers destined for Quebec require both a federal work permit and a CAQ.

For permanent residents who have met the physical presence requirement (at least 1,095 days in Canada in the 5 years before applying), meet language requirements, and have filed taxes. Federal Business Immigration Programs

Start-Up Visa Program (SUV)

For entrepreneurs with an innovative business idea who have secured support from a designated Canadian venture capital fund, angel investor group, or business incubator. Successful applicants receive permanent residence.

  • Requires a Letter of Support from a designated organization
  • Business must be innovative, scalable, and capable of creating jobs for Canadians
  • Language requirement: CLB 5 in English or French
  • No minimum net worth requirement, but securing support is competitive
Self-Employed Persons Program

For individuals with relevant experience in cultural activities, athletics, or farm management who intend to be self-employed in Canada and can make a significant contribution to Canadian cultural or athletic life.

Provincial Business and Investor Streams

Most provinces operate dedicated business immigration streams for entrepreneurs and investors. Requirements vary by province and stream.

Ontario — Entrepreneur Stream (OINP)

For experienced business owners and senior managers who want to start or acquire a business in Ontario. Requires a minimum net worth, minimum investment in the business, and active management involvement.

British Columbia — Entrepreneur Immigration (BC PNP)
  • Base Category — For entrepreneurs intending to establish or purchase and actively manage a business in BC
  • Regional Pilot — For entrepreneurs willing to establish a business outside the Metro Vancouver area (lower thresholds)
  • Strategic Projects — For large-scale investments creating significant employment for Canadian citizens and PRs
Alberta — Entrepreneur Stream (AAIP)

For experienced entrepreneurs intending to own and actively manage a business in Alberta. Requires minimum personal net worth and business investment thresholds.

Saskatchewan — Entrepreneur and Farm Categories (SINP)
  • Entrepreneur Category — For business owners and senior managers investing in and managing a Saskatchewan business
  • Farm Owner and Operator — For experienced farm operators intending to purchase and manage a farm in Saskatchewan
Manitoba — Business Investor Stream (MPNP)

Quebec Investor Program

For high-net-worth individuals who commit to a passive government-backed investment. Requirements:

  • Investment of CAD $1,200,000 (interest-free, 5-year term, government-guaranteed)

Quebec Entrepreneur Program

LMIA-Exempt Work Permits for Investors and Business Owners
